Todd Jarvis

Todd Jarvis has spent over four decades in California law enforcement. He retired as the Executive Assistant Chief of the San Diego Police Department, has proudly served as Chief of the Eureka Police Department, and currently serves as Chief of the San Diego Unified School Police Department.

Throughout his distinguished career, Todd has faced the tragedies and challenges that define public safety work. He believes his most valuable leadership lessons were forged through those difficult moments and in guiding others through them. Having witnessed firsthand the importance of wellness and resilience, he is deeply committed to helping first responders gain the tools needed to navigate trauma and recovery.

Todd brings over 25 years of leadership experience and a long history of service with nonprofit organizations, including several previous board roles. He is honored to serve his fellow first responders and their families through the Restoration First Responder Foundation. In his free time, Todd enjoys the outdoors, reading, and spending time with family and friends.

Sherie Mahlberg

Sherie Mahlberg is the founder and leader of Restoration First Responder Network, LLC, Restoration First Responder Centers, Inc., and the Restoration First Responder Foundation, three interwoven organizations serving first responders and their families across California.

With over 20 years of experience in the behavioral health field and extensive experience leading first responder trauma recovery retreats, Sherie has dedicated her career to restoring those who serve. Her work bridges the gap between mental health care and the realities of public safety culture, creating spaces where first responders and their families can find true healing and belonging.

The mission behind Restoration is deeply personal. Sherie comes from a proud family of service—her husband is a Battalion Chief in the fire service, and her oldest son is a police officer. Her connection to the first responder life is both professional and personal. Beyond her work, she treasures her role as a mother and grandmother, drawing daily inspiration from her two granddaughters, who remind her why this mission and legacy matter so deeply.

William Honsal

Sheriff William “Billy” Honsal was unanimously appointed Interim Sheriff by the Humboldt County Board of Supervisors in 2017 and officially sworn into office that May. He was elected Humboldt County Sheriff in 2018 and re-elected in 2022, continuing a career that spans over 30 years in public safety.

Sheriff Honsal’s experience includes eight years with the Sunnyvale Department of Public Safety, where he served as a Peace Officer, Firefighter, and EMT, and later as a District Attorney Investigator specializing in Major Crimes and Child Abuse. Today, he oversees all divisions of the Humboldt County Sheriff’s Office, from patrol and emergency services to major crimes, corrections, and community outreach programs.

He also serves on the Board of Directors for the California State Sheriffs’ Association, chairs the Tribal Affairs Committee, and participates in multiple community-based boards. Outside of work, Sheriff Honsal enjoys CrossFit, fishing, hiking, and coaching youth sports. He lives in Fortuna with his wife, family, and a lively household of pets. A devoted Christian, he strives to keep Christ at the center of his life and leadership, serving with compassion and purpose.
